Inertia has a part to play on your pedalling dynamics, so we'd always recommend doing your intervals on the flat if that's what you're looking to improve. Rolling resistance and drag play an increasingly important role the faster you go, so optimising your equipment and body position will pay dividends. For even faster speeds, share the workload and ride in a group, but it's important to keep your group working nice and smoothly to maximise the benefit.
